Proclamation dated between 11 and 13 november 1629, signed by the official and diplomatic emissary Angelo Belmesseri. Duke Francesco I d'Este commands that special delegates be allowed to reclaim all earths deemed suitable for the production of saltpeter. It is forbidden to produce or trade saltpeter without the express permission of the "Monitioniere maggiore" (General Monitor), and to discard earths suitable for its production, which must be collected and reported. Finally, the measure requires the reporting of all quantities of powder and saltpeter owned or imported, and of their respective purchasers or owners.
